New to Mantis BT

Hi. I'm new in Mantis and was browsing to the system as well as reading the admin guide that I've downloaded. I would like to ask if why is it that our Mantis BT doesn't have a "Manage user" in the Manage section? Is there an issue maybe in the way we install Mantis? Thank you.

Not all users are allowed to manage users.
It seems that you are not the administrator of this Mantis installation and your administrator didn't configure access to this functionality for you.
