Getting 403 Forbidden errormessage while acessing Mantis URL

While trying to access the Mantis Bug Tracker from External Network, which is currently accessible only from LocalHost of the server we are getting below error message :-

Forbidden
You don't have permission to access /mantis/mantisbt-1.2.19/login_page.php on this server.

Please guide, how can we access it over external network.
I have tried changing the parameters in the .conf file but all failed.
Please suggest if any other configuration is required to be done on any other files
