Allows reports to monitor issues when $g_limit_reporters=ON

I have a project setup in mantis to allow users to report issues for a private project and $g_limit_reporters = ON in the config_inc.php. This works great because it only allows them to see and add notes to their own issues, however, I(admin) want to setup new issues and allow them to monitor them so they can add notes. I believe the $g_limit_reporters is restricting this, but I still need this. Any help is appreciated.

I don't expect that this will be implemented in short term.

Thus I recommend to use the existing functionality to change the reporter of the issue.
Click on "Edit" button when viewing an issue, click on "[Edit]" right beside the reporter field.
