User with reporter access unable to reopen the closed issue

I am using MantisBT 1.2.11 (just upgraded from 1.2.4) with WAMP on Windows 7

After up-gradation, I found, user with reporter access unable to reopen the closed/resolved issue
It is only available only if user had reported it
It should be available to all users having reporter access level
Previously it was working fine (with 1.2.4)

I want, any user having Reporter access level can reopen it. Can someone plz help me?

Check page "Manage" > "Manage Configuration" > "Workflow Thresholds"

Hi Atrol,

Meanwhile I installed MantisBT 1.2.11 on another system (Windows 7 x64 & WAMP 2.2)
Created 2 users with Reporter access level (User Names : Reporter-1 & Reporter-2)
Created 1 user with developer access level (User Name : Developer)
Created 1 Test project

Case 1: Tried with Default installation settings
Now, reported one issue with "Reporter-1" user
Logged in with "Developer" & changed issue status to Resolved

But Reopen button can be seen only if I logged in with "Reporter-1" user & not with "Reporter-2"

Case 2: Did settings in "Workflow Thresholds"
Changed settings from "Manage" > "Manage Configuration" > "Workflow Thresholds" Row "Reopen an issue"
Ticked under "Reporter" column in Access Level table.
(For reff, you can see above snap, same setting I did for "Reopen an issue" in new configuration)

Still, "Reporter-2" can't find Reopen button. It can be seen only if logged in with "Reporter-1" user

Now after doing the changes in "Workflow Thresholds", I reported one new issue with user "Reporter-1"
& Resolved it by user "Developer"
Still, "Reporter-2" can't find Reopen button. It can be seen if logged in with "Reporter-1" user


No any other setting modified except "Reopen an issue"

Is there more than one project configured?
Is the project private or public?
If private, are the reporter users global reporters ar viewers?
Which project is set as "Default Project" in "My account" settings?
