subproject creation

Hi

when i'm creating a subproject i need to manualy copy users with premissions to add users to project (using "copy users from" and pointing parent project).
why the sub project don't auto Inherit parent project users?
except of categories what does it inherit?

i'm using:
MantisBT Version 1.2.10
Schema Version 183
