changing who can alter workflow transition threshholds

Hi,

this is Mantis 1.1.8. I'm an administrator.

I go to on "Manage"/"Manage Configuration"/"Workflow Transitions".
The first table says "THRESHOLDS THAT AFFECT WORKFLOW". It has three lines:

• "Status to which a new issue is set"
• "Status where an issue is considered resolved"
• "Status to which reopened issues are set"

The second column is titled "Who can alter this value". For all three lines, "administrator" is set in the listbox of this column.

I change all three to "developer", scroll to the bottom of the page, and click on "Update Configuration".

It takes a while, then Mantis takes me back to the same page -- where all three items are set back to "administrator"!

What am I missing?
