Customize Assign to Button

Hi,

Is it possible to have a different behavior for the "assign to" button on the bug report page and the same button on the bug view page ?
Here is my problem : i want the reporter to be able to assign new bug but i don't want this reporter to be able to update assign field through the view page. I don't succeed in implementing such a behaviour. For now, i can have the button on the two pages or on none of the two page but not on only one.

I don't know if i'm really clear...
