Customize "Assign to" button

Hi,

Is it possible to have a different behavior for the "assign to" button on the bug report page and the same button on the bug view page ?
Here is my problem : i want reporter to be able to assign new bug but i don't want this reporter to be able to update assign through the view page. I don't succeed in implementing such a behaviour. For now, i can have the button on the two pages or on none of the two pages but not on only one
