customizing flow transitions and permissions

Hi, I've installed mantis 1.1.8 and performed some flow customizations, now I'm having problems when defining permissions for some specific transitions. Is it possible to add a restriction that only allows certain kind of user (for instance access level updater) to change issues from a state A to a state C? I'm having problem is because state C in the flow is also accesed from state B and the transition B-C can be done by a lower access level user so I can't use the "Minimum Access Level to Change to this Status" setting.
