email notification when new user is created

i can now acess mantis at localhost and using default administrator/root login
but when i create new user with valid hotmail email address, the new user doesn;t receive the notification email..
how to do it?configure php/apache/mantis

i'm using mantis 1.2.1 on windows XP and easyphp5.2.10
