Avoid issue creation in old project

Hi,

Is there a way to avoid issues creation in a project while some existing issues must again be processable ?

My case:
We have a project with several versions. We define this situation in a Mantis structure (project V1, project V2 and project V3). We want to be sure that no new issues will be created into V1 (but well into V2 or V3) while some V1 issues has to be processed (there are not yet closed).

Is it possible to do this ? If not can it be a change request for next release ?
