I second the motion on this one. I have been looking for tutorial unfortunately, I have not found one. Anyone out there who have the answer?

After installing Xamp, always check if ports 80 for Apache and 3306 for Mysql are free. This is the most common Xamp installation failure. Also check the link below..it gives you interesting tips on how to configure Mantis with Wamp. The criteria are the same.
