Report Issue: Category selection

I'm new to Mantis. I tried to do a search for my problem...but couldn't find anything in the manual or in a quick search of forums.

I've created a new Project on my Mantis server...and my account is set to Administrator. But when I go to Report Issue, the only Category selection is {All Projects] General.
I went back to edit my Project and I notice that no users are listed in the Usernames...so I think maybe that's the problem with the Category selection.
All that's shown under Username is a blank vertical box that I can click on...but when I do, nothing happens. Is there a reason I can't input any names there? Or is there another problem that I'm not seeing?

hello,

have you added categories on project page edit, or on the bottom of projects list in admin ?

for user list, is your project private ?
