How to Enable API access to allow other tools to read?

How to Enable API access in Mantis to allow other test management tools to read data from Mantis?
We Integrated Test Management Tool "SpiraTest" with Mantis and not succeeded due to some errors. SpiraTest support team mentioned like,
SpiraTest can't read data from Mantis. So enable access to other tools to read data from Mantis
.
So please clarify me on what I have to do to Enable API access in Mantis?
OR any other things I have to ensure?

Your API is enabled if you can access the following page on our site
http://<YourMantisURL>/api/soap/mantisconnect.php
