Summary0008954: Possibility to disable 'create filter link' and 'create short link'?
Description

I would like to disable the functions around permalinks and shortlinks.

I found this two entries in the strings_german.txt:

$s_create_filter_link = 'Permalink erzeugen'; # Permalink = Permanenter Link
$s_create_short_link = 'Kurzen Link erzeugen';

but nothing about that in the config_defaults_inc.php to disable it like
$g_make_permalinks = OFF;

How can I disable this function globally?
