Summary	0008938: Allow site administrators to customize or disable reauthentication timeout.
Description	Site administrators (especially Mantis developers) may not need reauthentication, or may want to change the timeout period for their installation. There should be two configuration options: enable/disable reauthentication (default to ON) set reauthentication expiration timeout (default to 5 minutes)
