0008937: Users with privileges below Administrator cannot see subprojects.
Description
Users who do not have the base access level of Administrator cannot see any subprojects, regardless of any access level specific to that project or subproject. This happens on both public and private projects and subprojects.
Steps To Reproduce
Create a subproject.
Login as a non-administrator user.
The subproject does not show up in the user's project selection dropdown (or anywhere else for that user).
