Summary0008762: Incorrect categories sorting in the report issue.
Description

If create categories with upper case, lower case, in the print_api.php, uncorrect sorting categories.

Function function print_category_option_list( $p_category='', $p_project_id = null )
....
sort($cat_arr);
...

But sort- This function sorts an array. Elements will be arranged from lowest to highest when this function has completed.

Change sort($cat_arr) on

Add the default option if not in the list retrieved from DB

If I'm interpreting this correctly, the issue is with utf-8 and other international characters, where the general comparison routine doesn't properly sort these non-ascii strings? The fix is to then use a sorting callback function to perform a multi-byte case-insensitve string comparison?
