Summary	0008625: Notification email is not sent when a note is added on changing status screen
Description	I have configured my mantis to send notification email to all developers and managers when a note is added to an issue. It works fine when a note is added on 'View an issue' screen. But when I add a note on 'Change Status To' screen for the same issue, no notification email is sent. It seems like the recipients are dropped because they set 'Email on Status Change' to off in their preferences (see additional info). But they set 'Email on note Added' to on (for 'any' severity) and should receive notification.
