Summary	0006385: Minimum Field-Length on Report Issue checked although Field not visible
Description	Create a Custom Field with Minimum Length of 1 that is only visible on resolve and close. Assign It to a project of your choice. Try to report a new issue. You will receive a error after submit. (Update Minimum Length to 0 and Report Issue will work)
