Summary0005226: When setting filters for ALL Projects, no reporters, developers, etc.. listed when project_user_list is empty
Description

Steps to reproduce:

  1. I got 14 public projects.
  2. No customizations have been made (project_user_list table is empty)
  3. Select ALL Projects in the drop down.
  4. Go to View issues, Filter and check the dropdowns for "Reporter" or "Assigned To" [there's a bunch of them]
  5. They should list registered users, but they don't.

A key piece of information is that the mantis_project_user_list is empty.
