Summary	0005155: Allow to create user with "smaller" permission than visitor
Description	I think that it would be very useful feature if there was a possibility of creating a user with lower permissions then the lowest permissions available in the current version. Sometimes we don't want that some users (clients for example) could see the list of bugs reported. And the only thing we want is to give users possibility to see the "solved bugs" and available "patches" or updateds added as a file to the bugnote.

vboctor 2014-10-25 19:02 manager ~0041663	It is likely to not work having a user who needs higher access level to report issues but lower access level to not see stuff. It looks the requirements here are pretty specific and are 9 year old.
