Summary0004819: Use of persistent connections prevents upgrade
Description

I had the following in my config script:
$g_use_persistent_connections = ON;

When I tried to run the upgrade against a 0.19.0 installation, the upgrade went pop complaining that the database name was not specified during a CREATE TABLE operation (creating the upgrade table). Editing the upgrade script to force the database name just caused errors elsewhere (hence, not localised to that line of code). Removing the configuration option resolved the problem.
