Summary0004678: Filter combos don't fill up on if switched to 'All Projects'
Description

If no specific project has been selected in the upper-right corner of the interface, but 'All Projects' instead, and you try to filter the issue list, the combos of reporter, product, etc. do not fill up, so you can only select things like 'Myself' 'any'.

The behaviour is more consistent in CVS: If no project is selected, the drop-down listboxes don't show up at all.

This works correctly in the trunk and 1.1.x branch.
