It would be useful, if the changelog shows a release note - I use the version description field to add release notes.
But this notes are only shown in the changelog if at least one issue for this version is resolved.
The version description should be shown even when the version is set to release and no issue ist resolved.
Any comments?

We should probably display a version in the changelog if it has resolved issues or if it has description not empty. I don't think the "released" flag should have an effect.
