Summary	0003932: Reopen operation have to clear "Fixed in version" and redefine Version and Build fields
Description	For reopened bugs "fixed in" is useless, and old version of product of original report - also Cleaning fixed_in_version and additional dialogue for redefining version with problem will be nice and logical addon
