Summary	0003436: cannot configure threshold for documentation edit access
Description	The [edit] link in documentation page is checked against config_get('manage_project_threshold') (in proj_doc_page.php, CVS-1.36), but the next two pages (proj_doc_edit_page.php, CVS-1.30) (proj_doc_update.php, CVS-1.19) require MANAGER. The same with (proj_doc_delete.php, CVS-1.18).
Additional Information	It would be nice to config manage_project, news_manage and doc_manage separately.
