Summary	0003352: no error when creating a new user that already exsists
Description	if a user trys to sign up with an username that is already in use there should be an error page served up corrently there is a error served that complains about permissions

vwegert 2005-03-21 17:41 reporter ~0009624	In both 0.19.2 and CVS HEAD, the user receives an application error 800 stating "That username is already being used. Please go back and select another one."
