Summary	0023633: Allow all reporters to close resolved issues
Description	Very often we work with multiple reporters. In case of limited resource availability or absence of recources the work of testing and closing items needs to be done by other reporters in the projectteam. Now they can't closes eachothers issues so a developer has to close the issues for them. I can't find a setting (i'm an admin) which allows any reporter to close a resolved issue for another reporter. Where can i configure this, because we need this feature very badly.
