Summary	0022750: tab order in bug_update_page.php incorrect
Description	When editing an Issue, the tab order is unexpected: the "update information" button should come after the visibility field, but instead the next highlighted item is the home link in the top left corner of the page. The reason is the missing "tabindex" attribute for the "update information" button, and the reason for that is a missing "echo" in the php code (currently on lines 752 and 194).
