When I don't changed 'Thresholds that Affect Workflow' and update configuration, previous setting is delete.
I think there's bug at manage_config_workflow_set.php:72

Reproduced with 1.2.19, not able to reproduce with latest master.

As mentioned by atrol, this issue is resolved in 1.3.0rc1.
