Summary	0020223: Changing status to acknowledged, sets it to assigned
Description	See steps to reproduce. In this case, the expected behavior is for the issue to be assigned, but the status be acknowledged. Not sure if this is 1.3.0-beta.3 or master.
Steps To Reproduce	Have config option 'auto_et_status_to_assigned' set to ON. Start with an unassigned issue with new status Go to change status page with status 'acknowledged' as the target status Leave the assign to field populated. Click OK. The issue will have status 'assigned' rather than 'acknowledged'.
