0020037: Remove custom functions in favor of plugins
Description
Post 1.3, remove all custom functions that are redundant to plugin events. We've advertised the deprecation of custom functions in 1.3. We can keep events that are not yet supported by plugins until they are replaced with plugin alternatives.
