Cloning is essentially a way to open a new issue based on an existing one. Consequently, the Status is determined by the contents of the "Assigned To" field, i.e.:
In my opinion this behavior is by design, and I don't think it should be changed. If you want an exact copy of an issue, I invite you to do so from group actions in the the "View Issues" page. Does this satisfy your requirement ? |

I did not not realise that a "copy" action existed in the group menu. Would on't you put the "copy" action in the single issue edition page ? |
