Summary	0019616: Notifications mail
Description	Problem number 1 Since all the time I get notifications for each movement on Mantis. I think he must enable notification when a person is assigned to a ticket. Problem number 2 happened to be notified by e-mail when the user is not assigned to a project Problem number 3 the mantis user (either profile) can see and create bugs in an unassigned project to him
