Summary0017800: Upgrade from very old version (0.19.1) fails
Description

When trying to upgrade a very old existing installation as per the instructions (http://www.mantisbt.org/docs/master-1.2.x/en/administration_guide/admin.install.upgrade.html), the message "Config File Exists but Database does not / POSSIBLE PROBLEM - Bad config_inc.php?" is displayed. When attempting to continue the upgrade process anyway, it fails with "Table 'mantis_bug_file_table' already exists".

Steps To Reproduce
  1. Have a working 0.19.1 Mantis version
  2. Unpack mantisbt-1.2.17 as "bugbase-new"
  3. Copy existing config file (config_inc.php) to the new "bugbase-new" directory
  4. Open "http://my-domain.com/bugbase-new/admin/install.php" in browser
