Summary	0016830: Remove news feature since it has been deprecated for a while
Description	We should remove all the code, localization and documentation related to the news feature in favor of social networks, blogs, or MantisBT plugins. The suggestion is to leave the news tables in the schema for now. Then maybe remove them in future version. This allows plugins to import this data and avoids surprises or data loss.
