Description

The global rights for each User should only be max. Developer. For each project a user has been set to manager. This user can't create subprojects. Only user with global manager rights can create subprojects in projects.
What Do I have to to, that a local manager can create subprojects?

Steps To Reproduce

User is Manager for project test.

  1. Step
    User has global repoter rights.
    User can't create subprojects under project test.
  2. Step
    User has global manager rights.
    User can create subprojects under project test.
