Summary	0015832: Make functions in adm_config_set available to plugins
Description	Hi For EmailReporting i need to process arrays represented as strings to actual arrays. I would like to use the function process_complex_value for this but this function is only available in adm_config_set.php which contains code outside of functions which makes it problematic for a plugin to include that file. Is it possible that some of the functions (or all of them) in adm_config_set.php are moved to a separate file so that plugins can use them as well? Kind regards SL-Gundam
