There is not "news issue" menu at the administrator's interface,should I install another module or so?

Add the following line to config_inc.php
$g_news_enabled = ON;

bairy007, as this is not a bug or feature request for MantisBT (you are asking for help on how to configure MantisBT) I am resolving this issue as "no change required".
