Summary	0011834: Include users from duplicate bugs in notifications
Description	When bug B is marked as duplicate of bug A, it is likely the reporter of B will be interested in activity on bug A so we should make sure he receives notifications. Possibly, all users participating in B (monitoring, added notes, etc) should be notified as well.

However I gather this issue is meant to take the alternative approach of merging the monitor list of duplicate issue reports at runtime. The problem with this approach is that users lose the ability to only monitor one of the duplicate bug reports. It is also harder for them to unmonitor the new duplicate report as they first have to find which duplicate report they've subscribed to.
